SC ON POSTPONING PRINTING OF PICTORIAL WARNINGS ON TOBACCO PRODUCTS

It refers to a Full Bench of Supreme Court asking Union government to file affidavit for postponing printing of more stringent pictorial warnings on tobacco-products from 01.06.2010 to now for 01.12.2010. It is indeed a matter of regret that in India, even life of citizens is on sale when powerful tobacco-lobby was again successful in getting postponed Evidently role of money in getting the poisonous postponement can and should not be ruled out. In all likelihood, postponed deadline will continue to be further postponed after receipt of required ‘convenience fees’ is paid to concerned ones by super-rich tobacco lobby!

Indian government solemnly celebrates ‘No-Tobacco-Day’ on 31st May as a ritual ignoring even the bitter fact that tobacco-companies are now targeting women to develop smoking-habits amongst them. Earlier also tobacco-lobby was successful to dilute area and design of pictorial-warnings on cigarette-packs against wishes of the then Union health Minister Dr A Ramadoss and other senior officials of his ministry. Proportion of pictorial-warning area on cigarette packs in India is lowest in the world with Brazil even having 100-percent area on both front and pack panels of cigarette-packs.

However only remedy for effectively curbing smoking is to follow sensible countries like Bhutan and Ireland by imposing a complete ban on manufacture and sale of cigarettes in the country. Even family-members of smokers will support such a bold step, because it is the family which suffers from death of persons caused by smoking.

Completed half-century of by-line news

Yesterday, I have got my 50^th by-line news, working as a reporter in the English daily, ‘The Pioneer’ in Bhopal.

Getting by-line was not as easy a task as it sounds. Many ups and downs at emotional and physical front come in the path of getting by-line. It is surely tough job to mention each and every thing, but I know if it could be penned, would be a good piece to be read.

One thing could convey the story of whole scene of getting by-line. When I was probably on 40^th or 41^st, thought that I would write a blog-post after completing the half-century and after that I failed to get even a single by-line for almost a month. A time came, when I was about to leave the job. Do you know friends; this was the issue hurting me most at that time that the target of completing a half century will be left unachieved

So, completing the half-century in the field of by-lines was tougher than the Sachin’s one in the cricket against Pakistan or Australia. He just has to struggle physically and that too for just two to three hour, under a pressure but, in my case I struggled for so long, on every front including intellect, physical effort and emotional front as well to achieve the target.

The photograph was published in the English daily, 'The Hindu' on September 7, which depicts the tragic scene of people entrapped  in the flood in Pakistan. The pertinent information here is that, these children belong from the country, which embarks at every front but has failed to deliver the basic amenities to protect human dignity.

राधा का भी श्याम, वो तो मीरा का भी श्याम

पुरुषों की चालाकी देखिये की भजनों में भी अपने हित साधते है. अभी दो-चार दिनो पहले की ही बात है.


सवेरे, अभी मेरी आँख नहीं खुली थी, अलबत्ता कान खुल गए थे और नाक तो मतलब खुली ही रहती है. दूर कही लाउड-स्पीकर पर बजता हुआ एक 'भजन' कानो में पड़ा.

भजन में मधुर महिला स्वर कह रहा था " श्याम तेरी मुरली पुकारे राधा नाम, लोग करें मीरा को यूँ ही बदनाम". जैसा कि प्रेम का यह पक्ष बहुत दु:खद होता है. मेरा अलसाया मन हल्का होने से पहले ही भारी हो गया. अभी अगली पंक्ति के शुरू होने के पहले की धुन बज रही थी. उतनी ही देर में मेरा बेचारा मन दुनिया के सारे कोनो का भ्रमण कर आया. कईयों से मिल आया और कईयों से बिछड आया.

मीरा से मेरी हमदर्दी हो गयी. मै दरअसल कुछ पल के लिए मीरा ही हो गया था. ख्याल आया कि कम से कम बदनाम तो न करो भाई. सोचा कि मारो लाइन जिसको मारना है पर ऐसे खुल्लम-खुल्ला मारो ताकि लोगों के दिमागी-उपद्रव को नंगा-नाच करने का मौका न मिले और भले तुम ना मिलो मुझे पर फिर तुम्हारी गलाजत भी नही मिलनी चाहिए.

बहुत कुछ सोच डाला. तब तक दूसरी पंक्ति पुरुष आवाज के साथ कानों तक पहुंची, आप भी सुनिए, " सांवरे की बंशी को बजने से काम, राधा का भी श्याम वो तो मीरा का भी श्याम".

सच बताऊँ तो मुझे इस ढिठाई पर गुस्सा आ गया. ये भी कोई बात हुई कि मै उसका भी और तुम्हारा भी. भाई-बन्धु तो हो नही भईया कि जितने चाहो उतने रख लो. दुनियादारी के इसी चिल्लचपट से तो जलकर इंसान एक मासूम कोने पर राज करने की चाह से इस बियाबान रास्ते की तरफ भागता है. यहाँ भी तुमने वही तीन-तिकडम शुरु कर दिया कि मै तो अपना काम करूँगा. तुमलोग अपना आपस में समझ लो.

ऐसा तब है, जब तुम जानते हो कि अब मुझ गरीब के पास सोचने को बचा ही क्या है. एक गज़ल की लाईन है न कि “ कैसे कह दूँ कि मुझे छोड़ दिया है उसने, बात तो सच है मगर बात है रुसवाई की,” अपने खासम-खास प्यार का नगाडा पीटते वक्त यह कहाँ ध्यान रहा कि ये दो पहियों की गाडी है और तुम इतनी जल्दी पंक्चर हो जाओगे.

जिन रास्तो पर चलते हुए हम इतराते थे कि खुदा-ना-खास्ता हम बिछड़ भी गये तो ये मोहल्ले, ये गलियां और ना जाने क्या क्या एक दूसरे की याद दिलायेगे. मालूम, वहाँ से गुजरते हुए तुम्हारी याद से ज्यादा तो शरम आती है, जब लोगो कि 'रहम बरसाती आखें' कहती है कि क्यों बच्चू, हम कहते थे न कि इस मुरली की तीखी धुन मे एक साजिश है और ऐसी जगहो पर इतना बडा दाव नही खेलते है. तो मै उनपर झपट पड़ती थी कि, ओ प्यार के दुश्मनो, तुम मेरे कन्हैया को नही जानते हो. ये तो माखनचोर है, मेरे मन का सांवरा.

तो ऐसे मे अब लगाई हुई प्रेम की पूंजी को बचाने के चक्कर मे कुछ और समझौता करते हैं कि कोई बात नही मेरे कान्हा कि पंक्चर हो गये तुम. चलो किसी साईकिल की दुकान पर चलकर पंक्चर चिपकवाने की कोशिश करते है. उसी वक्त मे वो ‘प्रेम के कच्चे धागे’ और ‘गांठ पड जाने’ वाली बात जो बार-बार निकलने को बेचैन होती है, उसको जबरन कोंच के अन्दर ठूसना पडता है. झूठ बोलना पडता है कि एक फिर हम उसी रफ्तार से दौड सकेंगे जैसे तुम्हारे पंक्चर होने के पहले दोडते थे. पर ऐसा हो सकता है भला!

ऐसे मे तुम्हारा जवाब कि मै तो अपनी 'सो काल्ड' महान आदत से बाज नही आउंगा और दोनों को क्यों, कईयों को एक साथ लाइन मारूंगा. छूट इस बात की चाहिए कि मै तो ईश्वर हूँ, मेरी सारी गलती माफ़ है.

मजेदार तो ये है कि आजकल के नेता भी कुछ ऐसा ही सोचते है. और नेता ही क्यों सारे पुरुष अपने को स्त्रियों के देवता ही तो मानते रहे है. तब जाकर समझ में आया कि ओहो! आज की इस लहलहाती समस्या का बीज तो कन्हैया, तुम्हारी बांसुरी ने डाला था.

Everybody wants Kashmir but nobody likes Kashmiries

Kashmiries are not even entitled to strive for their future, neither by the stone pelting nor through pen in their own beloved country but even then, they are highly expected to carry a pride of being citizens of India, as it seems.

Ironically, when stone-pelting youths were chasing bullets in Kashmir recently, Bhopal witnessed protest against Kashmiri students, pursuing study here. Their only sin was that they approached Bhopal in pursuit of a prosperous future.

As per the information, Kashmir lacks Degree Colleges, especially post-graduate seats, so concealing their identity they reach out to other places for studying. Though, it’s my own conception, but it’s quite obvious that they certainly prefer those areas, where Muslims’ share in population is significant. And Bhopal is one of them. So, they come here to receive higher education.

Recently, one English newspaper published that around 10,000 students, hailing from Kashmir contribute more than Rs 15 crore annually in the Bhopal’s account with obscure identity. They are basically poor from pocket so could not afford study in other countries, but are very rich in dreaming, which forces them to try out all the feasible options, especially in these crucial times to make their future prosperous.

It is quite tough to imagine a person’s state of mind, when he hides his belongingness from his community, land or anything else. When, I strived hard to feel the height of poignancy, it resembles with a son who is compelled to hide his belongingness with his mother. Unfortunately, Kashmiries are going through the same state in this central Indian state.

Tragically, Akhil Bharatiya Vidyarthi Parishad (ABVP) members launched protest against these students, killing their confidence of being Indian citizen, calling them a threat for Bhopal. This protest was launched, following the news, I mentioned earlier. The deafening silence of Indian intelligentsia over the issue is really heart-breaking.

Not a single whisper emerged against this protest, especially when the entire nation is busy to discussing about dissipating Kashmir, at every nook and corner. At the very same time, when all the nation loving minds are bewildered about the widening cleavage between India and the valley and are busy to search the way, which could bridge the gap, no body asks, why Kashmiries could not pursue their study in Bhopal.

As by the logic, if Kashmir is the region coming under Indian Territory, Kashmiries could also carry their study, wherever they want in the entire length and width of the country.

Friends, I would like to inform you that now Kasmiries living in Bhopal are extremely scared and have disappeared themselves in killing darkness. Don’t know they attend their class or not these days. As passionately, I approached them to know their condition, but after a close proximity even, they refused to interact with me. Just, imagine what would be going with their parents, who are already facing very unfortunate and crucial time of their life.

Friends, story of injustice does not end here. Subsequent to the protest of ABVP which brought the issue on the very fore, Barakatullah University, in its latest circular, has taken decision to grant admission to students from other states only if there are vacant seats after granting admission to Madhya Pradesh students. The decision was taken mainly in the light of admission of a good number of Kashmiri youths in the previous sessions of the university. Now, it has even restricted them sense of being a respectable Indian. Here the question surfaces that what other option has been left for a Kashmiri; expect pelting stones on our dreams!

भगवाकरण की कोशिश

मुझे आशा है आपलोगों ने पूरा समाचार पढ़ा होगा. भाई प्रवीण शर्मा को बधाई इस प्रकार की उम्दा रिपोर्टिंग के लिए जो की न तो किसी पोलिटिकल पार्टी से motivated है और न ही कुछ पकी पकाई

खिचड़ी. लोकतंत्र में बंधन का नाम ही राजनितिक दल है चाहे कोई भी हो. और अगर सरकार में कोई पार्टी बैठ जाती है तो फिर उसकी गुंडागर्दी को रोकने वाला कोई नहीं. स्कूली बच्चो को किसी ख़ास प्रकार की पुस्तकें पढाना जो की खुला समर्थन किसी विचारधारा या पार्टी का करती हो, यही तो परतंत्रता है. MP govt ये भूल गयी है की वो जनता की चुनी सरकार है न की RSS या किसी और हिंदूवादी संगठनो की.

प्रवीण शर्मा, भोपाल -राष्ट्रीय स्वयं सेवक संघ से जुड़े संगठन विद्या भारती की पत्रिका देवपुत्र को 13.5 करोड़ रुपए का भुगतान करने की सरकार ने नए सिरे से तैयारी कर ली है। इसके लिए राज्य सरकार जल्द ही संघ के साथ करारनामा (एमओयू) करने जा रही है। संघ और सरकार के अलावा भारतीय स्टेट बैंक भी इस एमओयू में शामिल होगा। अब केवल मुख्यमंत्री और मुख्य सचिव की अध्यक्षता वाली कमेटियों की बैठक का इंतजार है। जल्द ही बैठक कर इसे मंजूरी दे दी जाएगी। प्रदेश के सभी एक लाख 10 हजार स्कूलों में विद्या भारती की पत्रिका देवपुत्र थोपने की तैयारी लगभग पूर्ण कर ली गई है। सूत्रों के मुताबिक इस पत्रिका की दो-दो प्रतियां सभी प्राथमिक और माध्यमिक स्कूलों में भेजने का निर्णय तो मार्च के अंत में ही हो गया था। इतना ही नहीं सभी स्कूलों को पत्रिका का आजीवन सदस्य बनाते हुए आरएसके ने देवपुत्र प्रकाशन के नाम से 13.5 करोड़ रुपए जारी भी कर दिए। इतना ही नहीं इस राशि के ड्राफ्ट भी बनवा लिये थे, लेकिन प्रशासनिक स्तर पर लगे पेंच के कारण यह भुगतान अटक गया था। इसका फायदा यह हुआ कि संस्था को भुगतान करने की बजाय यह राशि भारतीय स्टेट बैंक की उदयांचल शाखा में जमा करा दी गई। अब भुगतान की प्रक्रिया में भी बदलाव कर दिया है। पहले जहां सारे स्कूलों को आजीवन सदस्य बनाते हुए एकमुश्त राशि देवपुत्र प्रतिष्ठान को दी जा रही थी। वहीं अब एमओयू की अनिवार्यता प्रक्रिया में शामिल कर दी गई है। यह एमओयू पर आरएसके और बैंक के अलावा देवपुत्र प्रतिष्ठान के प्रतिनिधियों द्वारा हस्ताक्षर किए जाएंगे। इस तरह का एमओयू हर साल किया जाएगा। इसके बाद ही उस साल की राशि बैंक द्वारा जारी की जाएगी। सूत्रों के मुताबिक एमओयू के लिए आरएसके ने पिछले महीने प्रारूप तैयार कर लिया था। बैंक प्रबंधन से बातचीत के आधार पर इसकी शर्ते भी फायनल कर दी गई हैं। इस प्रारूप को सबसे पहले मुख्य सचिव की अध्यक्षता वाली कार्य परिषद की मंजूरी ली जाएगी। इसके बाद मुख्यमंत्री की अध्यक्षता वाली साधारण सभा में भी इसे अनुमोदित कराया जाएगा। कार्य परिषद की बैठक के लिए पहले 31 जुलाई की तिथि तय की गई थी। बाद में यह बढ़कर सात अगस्त हुई। मगर इस तिथि में भी बैठक नहीं हो सकी है। नई तिथि जल्द ही तय होने की संभावना है।

FREEDOM FROM PRESENT DAYS’ POLITICIANS UTMOST NECESSARY

Of course country needs freedom from many evils which include corruption, social evils, red-tapism, crimes, fundamentalism, pseudo-secularism and many such other aspects which have deep-rooted in our system. But talking elimination of all or any of these is just hypothetical in present-days political system.

What we actually need freedom from present breed of politicians who instead of taking politics as weapon to serve people, rather run politics as business-shops for minting money by befooling public. It is evident from politicians like Lalu Yadav and Mulayam Yadav who while talking against Women Reservation Bill openly said that the bill would bring unemployment for male politicians, and that it would tend to close their political shops! Freedom from such politicians will automatically provide freedom from many such evils like corruption and crime because present-days’ politicians incorporate in themselves all such evils!

We want freedom from a system which keeps away talented and public-spirited personalities like Aruna Roy, Arvind Kejriwal etc from even dreaming to enter it for public-good. Even Dr Manmohan Singh, who is taken as an icon of honesty, could not win direct election to Lok Sabha only because present system is tailor-stitched for money-tycoons having corrupt money to spend like freebies in elections.

Since being a Parliamentarian or state-legislator is in itself a quite busy task, holding of any post either in government, party or even in private bodies should not be allowed. Politics and governance should be distinctly different with only such persons being appointed at ministerial posts who might not have contested any elections in last six years giving Parliamentarians and state-legislators a higher stature of king-makers rather than themselves lobbying for lucrative ministerial berths. This will bring talent rather than political opportunists on ministerial postsby separating genernance from politics.

Much has been talked about ‘Fixed Term Legislatures’ and for simultaneous elections to Lok Sabha and state-assemblies. But this can only be made possible by electing Prime Minister/ Chief Ministers by secret and compulsory vote of MPs/MLAs through EVMs on nominations signed by at least one-third members. Such an elected PM/CM may be removed by same process but with compulsion of naming alternate leader in the same motion. Even Speakers and Deputy Speakers should be elected simultaneously with Chief Ministers in the same manner. Arm-twisting in co-alition governments like done by smaller parties may not then be possible.

Since a person cannot represent two constituencies or become member of both Parliament and state-Assembly, no person should be allowed to contest from more than one constituency or for both Parliament and State-Assembly. A sitting MP/MLA should resign first from his earlier post before filing nomination for the other seat. Parliamentarians on being appointed Ministers in states should automatically lose their Parliament seat and vice versa. Security-losing persons should be barred from contesting elections for next six years. Till Women Reservation Bill is made a dream come true, all political parties must give at least one-third party tickets separately in each state to women as per ice-breaking formula from Election Commission.
